Dear DoC Contractors, The Department of Commerce (DoC) is implementing a financial systems modernization project that will result in use of the Invoice Processing Platform (IPP) for the submittal and payment of invoices.* Please note that, beginning October 2026 the bureaus and offices** listed below will transition to use of IPP: Bureau of Economic Analysis (BEA) International Trade Administration (ITA) Minority Business Development Agency (MBDA) National Telecommunications and Information Administration (NTIA) National Technical Information Service (NTIS) Office of Inspector General (OIG) Office of the Secretary (OS) IPP is a secure, Web-based electronic invoicing system provided to federal agencies and their vendors at no charge, by the U.S. Department of the Treasury�s Bureau of the Fiscal Service.
