This is a notice of intent to sole source. The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) intends to award a firm-fixed price sole source contract to L3HARRIS Technologies, Inc. for AN/PRC-163 handheld radio systems. The statutory authority for this non-competitive action is 41 U.S.C. 3304(a)(1) as implemented by Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. L3HARRIS Technologies, Inc. is the only manufacturer of the AN/PRC-163 handheld radio system and ancillary software. The radios must be capable of Type-1 encryption up to the TOP SECRET level and be capable of Type-3 AES encryption. The radios must support standard Line of sight (LOS), UHF SATCOM, HAVEQUICK, TSM/WREN, WREN-NB, and P25 conventional and trunking waveforms.
