NOTICE OF INTENT TO SOLE SOURCE The U.S. Department of the Interior, Joint Administrative Operations, on behalf of the U.S. Fish and Wildlife Service, Division of Migratory Birds, intends to award a sole-source, firm-fixed-price purchase order to ABR, Inc., Fairbanks, Alaska, for statistical analysis and preparation of the Kachemak Bay Brachyramphus Murrelet Statistical Analysis and Final Report. The work includes population estimation, trend analysis, spatial density and habitat modeling, regional synthesis, and delivery of a final technical report and supporting analysis materials. The anticipated period of performance is September 28, 2026 through January 31, 2027. ABR, Inc. is the only source identified with the project-specific knowledge of the survey methodology, field conditions, datasets, and reporting credentials necessary to complete the work within the required schedule.
