The U.S. Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS) intends to negotiate on a sole source basis with the Clarivate Analytics LLC pursuant to FAR Part 13.106-1(b)(1). This announcement constitutes only a notice; quotations are not being requested, and separate written solicitation will not be issued. Requirement The Consolidated Appropriations Act, signed into law on December 27, 2020, includes Division BB, Section 109, �Reports,� which requires the Secretary of Health and Human Services, in consultation with the Federal Trade Commission (FTC) and Attorney General (AG) to conduct a study on the effects of the No Surprises Act provisions addressing surprise medical billing on: patterns of vertical or horizontal integration of health care facilities, providers, group health plans, or health insurance issuers, overall health care costs, and access to health care items and services.
