Notice of Intent to Sole Source

This notice is to provide the Federal Emergency Management Agency (FEMA) intent to award a sole-source contract to DBT Transportation Services, LLC, for an Automated Weather Observation System (AWOS). FEMA proposes to procure the lifecycle replacement of the current AWOS to ensure mission capabilities. This requirement will result in a firm-fixed contract. The statutory authority for this non-competitive action is 41 U.S.C. 3304(a)(1) as implemented by Revolutionary FAR Overhaul (RFP) Part 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This determination is made on the following basis: DBT Transportation Services, LLC is the only manufacturer listed on the Federal Aviation Administration (FAA) website with systems model approved by the FAA.
